Fred Faylona is a first-generation immigrant from the Philippines. He moved to the United States in late 2005 and settled in the Harrisburg area in early 2006. Like many immigrants pursuing the American Dream, he worked full-time since 2006 while attending the Harrisburg Area Community College in 2009, where he obtained his Associate of Arts degree in Computer Information Systems, and then the Pennsylvania State University, where he graduated in 2016 with a Bachelor of Science degree in Information Sciences and Technology.
Fred is the Susquehanna Township Commissioner for the 6th Ward, serving his first term of office that began in January 2022. He is the Recreations Committee Chair, which is currently in the midst of two major projects for the Township where he sits on their respective steering committees:
1. Wedgewood Hills Property Master Plan - this project involves the redevelopment the former Wedgewood Hills Swim Club. More information can be found here.
2. Susquehanna Township-wide Bicycle, Pedestrian and Greenway Plan - this project involves taking inventory of the roads, trails, sidewalks, and other physical elements of the Township in order to transform it into a walkable, bicycle-friendly and trail-friendly community. He is also a member of the Budget & Finance Committee, Human Relations Commission, and the Police Committee.
Fred is an Information Technology Consultant, with over 25 years of experience in various computing and telecommunications technologies in the government, healthcare, education, and telecommunications sectors. 
Fred is an Insurance and Investments Representative affiliated with Primerica since 2015. He currently holds Series 6 and 63 licenses from the Financial Industry Regulatory Agency (FINRA), as well as a Life Insurance. He is licensed to do business in multiple states, including Pennsylvania, Georgia, California, and New Jersey.
Fred started to get involved in his adoptive community in 2012, first by joining the Harrisburg Young Professionals (HYP), where he shared his marketing, organizational and graphic design skills. He co-chaired the Marketing & Public Relations Committee, and then Membership Committee, from 2016 to 2019. He won the 2019 Member of the Year award for his contributions to the organization and the city in general, where he is known to be the one-man ‘Welcome Committee’ and for #SelfiesWithFred on social media.
Fred joined the Philippine-American Association of Central Pennsylvania (PAACP) in 2018 and was elected Vice-President in 2019, where he helps coordinate various cultural and social events and projects in the Filipino American communities all over Central Pennsylvania, including consular outreach activities for Filipino immigrants throughout the state.
Fred joined the Board of Directors of the Historic Harrisburg Association (HHA) in March 2021 - a natural progression of his work at HYP. He is currently working on growing the organization’s membership based on his experience at HYP, as well as help craft new programs for the organization.
